图片与base64之间的互相转换

这篇文章实现的功能是，本地或者线上的图片转换成base64和base64转换成图片。

其中的

if (StringUtil.isEmpty(imgStr)) // 图像数据为空
	return false;

只是用来判断传入的数据是否为空，里面的判断也简单
